Can anyone tell me what purpose do
the two vacuum lines serve on the neutral switch.

If I’m correct, it releases the parking brake if activated.

Yes, what Dan Ruby said. On my '64 sedan the neutral safety switch also releases the emergency brake when you move your gear selector out of "Park". I'm assuming it operated the same way in '62.

That’s correct. The auto parking brake release operated through the NSS was introduced in 1960.
