1968 DeVille A/C question

I have a 1968 sedan deville.  It has the auto climate control.  The unit does the heat very well.  It will not run the A/C or the fan when A/C is called for.  It will not run the vent either.  I have checked the fuse block and nothing seams to be blown.  The car has 30,000 original miles and the vacuume lines are soft and supple.  I'm new to this car so any help would be appreciated.

Let's start at the beginning.  You say the car heats. Does that mean that the fan comes on when you put the lever in "Auto", and the fan speed, speeds up and slows down?
Has anyone checked the refrigerant charge in the system, and when you turn the system to "Auto" do you get 12 volts to one of the two wires going to the AC Compressor?

Thanks, It's cold at the moment, so I will check the 12v thing as soon as I can get the temp here hot enough to get the car to try and run the a/c.  But the fan does speed up and slow down like normal when the heat is on.

OK so I have done a little more digging.  I hooked up my multi meter to the 2-wire harness that comes off the compressor.  I get voltage there, but it bounces around fast.  The number on the meter does not stay constiant, but it ranges from 11 to as high as 19.  When the car is off and the key is in accessory mode I get constant 12 volts.  So I plugged the 2-wire connector back into the compressor and listened.  When the climate cotrol switch is placed to auto I can hear the compressor kick on, but still get no fan.  Turned the car off and one of the fittings is very cold off the compressor.  What other info should I gather?

The first thing I would ask is "where am I getting 19 volts form a 12 (max 14 volt) system?  You previously said the heat comes on, so that must mean the fan does work at some times.
Start the car in a well ventilated area, let it warm up for at least 15 minutes, and then turn the switch to auto.  If the fan comes on, try slowly rotating the temperature dial from 65 degrees to 80 degrees.  Assuming the car is in an area at near 70 degrees you should hear the fan speed up and slow down.  Try that and let us know.
