oil pan pick up on 365 eng loose ? help !

can anyone tell me if the oil pick up filter in the sump is supposed to be loose and move up & down ? or is it designed to be a loose fit and go up and down with the level of oil ??? investigating a knocking which sounded like a big end ..  have never seen this before they have always been a solid pipe . just wondered if thats the cause ?
anything else to look out for while i've got the sump dropped ? 
but its what i've always wanted and this time its a keeper , honest !

It is supposed to float, thereby picking up the clean oil from the top.  It should move only about an inch or so up and down.

Remember, these cars had a limited-flow filter.  All the crap sunk to the bottom of the pan.
