Guys,
I found these in a baggie with a missing tag.  They are steel and were probably cadmium plated.  I have not yet reinstalled the fog lights and wonder if they might have been used as a spacer of some sort for their installation as there are 8 carriage bolts that hold them in place.  Any ideas?
