Remove Inner Door Panel - '91 Brougham

Hi Folks,

I have to take off the driver's inner door panel on Maggie (my '91 Brougham d'Elegance) to fix the power lock.  I can get everything off EXCEPT the plastic cap where the shoulder belt goes into the top of the door panel.  How does this come off?  Does it just pull up, or slide in some direction?  Or does it have a clip or clips?  I haven't pulled too hard in any direction because I sure don't want to break anything.

Should pry straight off, if it is cold out it could crack the clips though.
