1941 Gas Tank Installation

Having some difficulty in arranging the supporting straps when installing my new fuel tank.  Need some direction at the rear crossmember.. does the tank horizontal seam belong above this support ?  When attemptong to place it below the support , the upper straps seem to be out of alignment.

Just returned from a CCCA day tour so my 41 is still in the driveway.  The tank butts up to the rear crossmember with the seam about one inch below the cross member.  There is a rubber gromett the same width as the strap that folds over the front of the cross member to prevent the tank from rubbing on the cross member.  Bob Smits #2426

Thanks to all...I finally solved the mystery as a result of your responses.   I must add that the design of the  system seems to be more complex than needed..perhaps connected with the production line.
