In 1957 should  all vin numbers match the block numbers that are stamped on the  front passengers side of the engine where the head meets the block to be a numbers matching car ? was there any exceptions ?

"Numbers matching cars " does need to be defined. Even when the numbers do match that you mention (and they must to be so considered),it is not proof that the engine and chassis were matched that way at the factory. New engines could be bought from Cadillac and if you wanted them to, the factory would stamp the old number on the new block.(see: 1957 master parts book ,under engine block). So you may not ever truly know .
