1942 Heater/Defroster controls questions

I just reconditioned my heaters. I tested each heater seperatly and was satisfied they were functioning properly and set them up on the bench for a test including controls. I wired evrerything up per the diagram and it all seemed to work but not correctly as I understand the system.

I thought the defroster motor was multi speed and reversable but neither of those functions worked. It came on at full speed blowing towards the defroster vents at about the halfway position and made no changes after that until I turne dit off with the controller

I took the control valve into the house and warmed the sensor tube but the valve never attempted to close.
What are the controls attached to the Ranco valve for? They look electrical and the power to the underseat heaters pass through there but I dont know if there is a control function for the underseat heaters such as turning off  or turning down the fans when set point temperatures are acheived.
Basically everything is on-off only and I think there should be more to it then that or there wouldnt be the resistor and other devices in the control asemblies.

Any information would be appreciated.

Well I have been working on it and think I have the main issue corrected and understood. The thermal expansion valve closes the water valve to cut down on heat and it also disengages the fans but I cant figure out what the set point is?

I beleive the resistor in the defroster circut control fan speed but mine isnt working at all, a constant 6 volts going through it.

Does anybody know where I can get one of those resistors??
