What's this o-ring for in an engine gasket set?

For my '49.  I bought an NOS engine gasket set to have some spares.  There is a small manila envelope with 16 of these small rubber o-rings.  Can someone tell me where they go?

I suspect they fit on the value stems inside the springs,

With the quantity of 16 valves would be my first guess too. 

Back then they would not have used O rings as seals around oil pan bolts or similar areas and I cant think of other places there would be 16 of the same thing.
