Information on the 1949 Cadillac Windshield Washer Unit

As I am restoring this car, one of the problems that has surfaced is the window washer operation and I have a few question,

1. Was there ever a service bulletin about the operation of the window washer?
2. Was there originally a cover on the back of the of the switch which would seal the internal components?
3. Can anyone explain how the process works when you press the button on the wiper switch?  I am having trouble understanding when the vacuum  draws       on the diaphragm and the sucking up and releasing of the water through the line to the window washer.

Hopefully I will get some interesting comments.
