1967 Cadillac Power Steering Pump Noise-is there a decent one out there?

The existing power steering pump was leaking and steering effort was more than it should be and so I replaced it with a NAPA Cardone unit for like $50.  It worked fine, but it was objectionably load, a very loud audible tachometer.  Decided to bite the bullet and buy one from USA Parts for $159, and this was quieter, than the NAPA unit but still it is not acceptable. Has anyone suffered this problem and found a decent power steering pump source?  This has happened to others and they would rather have the higher effort leaking unit, than the noise from a rebuilt one.  Is there an NOS source of these pumps?

Scott,
Check to see that none of the suply or return lines are kinked.  Restricting the lines on the supply side or return of the PS System will increase the steering effort (due to restricted oil flow) and can cause noise.  The most likely location might be at the steering box.

Does the fluid look foamy?   If it is there is a leak somewhere letting air in.

Have you tried different fluids?  In something that old the box does not likely care so if you are running ATF try PS fluid, if PS then try ATF.  I know on a lot of newer stuff that makes a big difference in the noise level if you get it wrong.  Older stuff did not seem to care.   Perhaps it has to do with the current materials or re man process?
