Difficulty getting 62 Cadillac steering wheel back on

I thought the tough part was getting the steering wheel off!  I had the steering wheel of my 1962 Cadillac Fleetwood repainted and restored, but putting it back on has been a real challenge.  It appears the turn signal cancel sleeve is pushing the steering wheel too far out such that it will not engage the teeth on the shaft.  If I remove the turn signal cancel, it slides right on.  Put the turn signal cancel in, won't engage.

Is there a trick to this?  There is a little tang on the turn signal cancel that I presume fits onto the steering wheel.  Do I have the cancel backwards?  The shop manual provides no insight on this.

I think you do have the cancelling part on backwards.

There is a hole in the wheel for the tang of the "cancellator" to lock into, so it doesn't spin freely.
