Did these have rubber gaskets and if so was the gasket affixed to the car or the skirt itself?

Yes they do, they are attached to the skirt. The pictures below are what is on my car. Not 100% sure that the rubber is original - my dad had a little light body work done and the car was painted in the early 80's but I'm not sure if they would have replaced it. The rest of the rubber trim looks original to the car.

Actually it was a strip of cork-type material that was originally used and is attached to the skirt itself, not to the body.

Not certain if the same material is available today but a rubber piece cut to fit will do just as well.

Repro rubber gaskets are available from a variety of sources.  They fit well, although they may make for a tighter fit (I use a wrench to tighten the latch on my '60).

Thanks for your reply.
My son had new rubber sent directly to the paint and body shop and they are now assembling the puzzle.
Next time we chat I will ask what he got for the skirts.
