1976 Eldorado power antenna help

Hi All,   I would appreciate any advice on fixing my power antenna.   Here are the conditions:

When I turn the radio on/off I can hear a small electric motor running for several seconds but the antenna does not move.

When I use the dash antenna switch I do not hear the electric motor and nothing happens.

I can raise and lower the antenna by hand but when lowering the antenna it stops 6 inches from base.

what is my next step?  Thanks in advance  David
