1937 60 series steering

I am getting my car ready for a week long tour next month and found some problems with the steering.
1. I was trying to take up some slack in the steering arm that goes from the pitman arm to the center pivot. one end was ok but the other end was all messed up and would not turn. Where could I find another one? It is not unsafe to drive but I couldn't turn the big screw in the rod end.
2. While greasing the center pivot I found a 3/8 bolt laying next to it. My question is that there a 2 cast holes in the upper part of the pivot housing, one has a bolt in it and one doesn't the one that doesn't have a bolt hole is blocked by sheet metal piece. [sorry for the not clear description]. Should the other cast eye have a bolt through it or is one bolt normal ? Any idea where tis stray bolt could have come from. Thanks, Steve

The twin holed casting atop the centre pivot bracket is a throw-back to the 1936 flathead which had the flathead engine mounted right up front.  Even my 38 still had the top half. Guess they had a lot of the brackets cast then changed the engine after one year. They usually remain empty unless an owner makes use of them for something else.
