1964 gas pedal sitting loose.

Hi.

My gas pedal are a bit wiggly and did see when I was under the car that my nuts aren't snuggled properly, did try to do it from the undercarriage but they just spinning in the car.
Did try lift the carpet but it was glued on some paper and what I can see the pedal are from factory put in after the carpet.
How do I snug the bolt with out damage the carpet or the pedal?

Once you carefully pop the pedal off you can use a socket to tighten bolts, I think deep 7/16. However, this area gets rusted out commonly due to wet shoes probably.  I had to weld the plate under car back on mine as it was rusted out.  Bolts look like this:

Pedal will not pop off, as it is cast into the metal part. The bolt is a screw up top. You can access it with an offset screw driver for the front, and a regular screw driver for the back. The aft lip will need to be moved to see the screw.  You will need a helper on this job.

Thank you guys for the input and help.

I will after work again look at this but I am a bit confused because I didn't see any hole in the carpet to reach the screw heads and my carpet are extremely tight around the foot on the pedal, almost as the carpet climbed up on the foot.
Anyway I will take a look at it again.

There are short stubby Phillips head screws  with nuts and split lock washer on bottom. The top Phillips screws are accessed by removing the carpt from around the pedal, and then holding the screw from above while you use a 7/16" wrench from bottom (socket can be used on front nut  from below). To peel the carpet back,   remove left driver door sill plate, and several carpet finish screws at the very front at the cowl/firewall. This should give you enough room to pull the carpet up and over the pedal to gain access to the screws.

BEFORE YOU DO THAT... since the goal is to just tighten the screws, I would soak the nuts & bolts from underneath with PB Blaster for several hours, then wedge something in the area of the Phillips screw head from above with enough downward force to keep head from spinning. If you have an impact wrench, even better, as you can hit at least the front nut with a quick burst .. but not too much. Unless the nut is completely rusted to the bolt it may allow you to tighten the nut & lock washer flush up to the under side.
I have attached a picture to show the relative position of the Phillips head screw if you want to try this method without peeling back the carpet.

I will also add, having parting out 52 of these, one person can reach both bottom and top ... you just have to cup your arms around the rocker area and  know what you are reaching for. Also, the pivots often rust and get corroded with trash and debris, and if you end up pulling the carpet up from the top, I would suggest hitting the pivot area with compressed air, cleaning out pivot with steel brushes and lubricated with WD 40, grease or your lube of choice. Work the pedal back and forth until it freely moves forward and backwards.
