Choke Setting and Adjustment?

I'm trying to determine how to set and adjust the choke I have on my 4GC.  See the attched pics.  The plastic dial has a flat spot at the 12 o'clock position which locks into the slot in the choke housing so it cant be rotated.  I'm stumped!  I'm use to being able to rotate that plastic dial to set the choke.  I'd appreciate any input any one can offer.

The plastic cover won’t move.  You have to unscrew the screw in the middle and the you can move the small pointer.
