Gas Tank Woes in my 64 Eldorado

Looking for some tips on the following problems with my 64 Eldorado:

1. The gas gauge doesnt work, it goes right to "FULL" when I turn the car on even when the tank is near empty.  Any tips on diagnosing the problem prior to puling the tank (I know thats inevitable if the sending unit is the problem)?  If I need a new sending unit, wheres the best place to get one?

2. When filling up, if I top off the tank some gas spills out from what seems to be the top of the tank.  Any ideas as to the cause of this?  I seem to recall reading about a vent on the top with dried out seals.
