1980 california 5.7 Eldorado no Downshift

Folks,

  As the title says, on my '80 which (knock on wood) runs Great, there is NO Full throttle downshift. I compared the throttle linkage to my '79 and could Not see any Difference? Thoughts????

That transmission is basically the 200c so its only external control input is the throttle cable.  Its not supposed to be an 'adjust to taste' sort of thing.  I don't recall the procedure specifically but its something like pull all the slack out then 2 clicks back.  The adjustment is in that over complicated looking plastic end up at the throttle body and the metal tab is the release lever that locks into the notches for the adjustment. 

I think I would start by exploring to make sure the pedal and throttle arm is actually able to get to full throttle.  If you have another basically identical car that works you can compare things.  It could be something like the carpet is too thick or something is bent not letting the throttle arm to actually get to full so its not triggering the transmission. 

You could also unhook the cable from the throttle arm end and tug on it by hand to make sure its moving freely.  Maybe even compare it to the working car to see if it feels the same.  Maybe there is something wrong with the cable or internally in the transmission.  The cable just clips to the throttle arm so you can just unclip it without throwing off the adjustments.
