My fuel level sender reads 30 ohms when the tank is full and gradually moves towards zero as the gas is used up.  Is this the correct sequence or should the resistance be the reverse of these readings?

Thats the way they work. Low tank is low resistance.

The dash unit shows high resistance as high tank, as borne out by a disconnected guage. It reads full scale until the tank unit is connected.
