Fuel Economy Lights

I was reading Cory Heisterkamps website about his 76 eldo restoration on eldocountry.com and he mentions that the fuel economy lights for his eldo were wired even though the car didnt include this option. Apparently all he had to do was install the light bulbs. Can this be done for all cars (in particularly my 77 cdv), how do you do it, and what other options came like this?

   Somewhere there has to be the vacuum switch that controls the lights.  One the 78, it was mounted on the firewall.  It looks kind of like a heater control valve but with an electrical connector on it.
