It's from a 72 manual. The specs are the same in the 77/78 book I have. Since the axles are the same from 67-78 I'd surmise the higher torque spec is a running improvement. Sure feels like more than that, though, when trying to remove the nut...

None of the books mention a different torque between disc and drum?    The torque there would have to do with the bearing, not the shaft.    With that big of a difference in the spec you would expect some sort of note with it like drum or disc or when using updated bearing or for new bearings vs used or something like that.
