Anyone know where I can get a Fuel Pump Block-Off Plate 52 Cadillac 390 engine
Will Mr Gasket 1516 fit?

Make one.

I made one when I converted my car to PCV, and ran an electric pump.

Got a piece of steel (Could have used Aluminium) and cut to shape, and used the gasket that was used for the Fuel Pump.

As I wasn't running the fuel pump, I removed the pushrod to keep it from bouncing around.

Agreed with the above although I didn't convert to PCV. I cut mine down from sheet steel, shaped it, drilled two holes and was done with it - took all of 10 minutes.
