1976 Eldorado steering column making noise

The steering wheel hub that sets over the steering column is rubbing off paint & making a scraping noise when turning the steering wheel. It is clearly off center & has play. The shop manual diagram shows an upper & lower bearing in the column that the steering shaft rides on....Could these bearings be the problem ? Any input would be greatly appreciated.

I was hoping I could get some input on this problem before I started tearing into the column.I ordered a tilt steering rack & bearing kit that arrived today. I'm pretty sure with the shop manual & the kit I can fix the problem.

I don't remember the specifics but I remember seeing some really good column repair videos on trucks.  The trucks us the 70's column through 94.  I think the videos were early 90's Chev or GMC trucks and they were tilt columns so that may be something to search for.
