1959 Gas Tank Straps

Can somebody take a look at their '59 and tell me if the two gas tank straps, on the front end side, hooked into the top or bottom slot in the floor pan sheet metal?  Not the rear side where the J hook bolt hangs but the front.  I replaced my tank and put the straps into the lower straps but now have a somewhat loose strap on the front edge but the strap does not seem long enough to reach the upper slot.  Shop manual shows or tells nothing other than the typical "Remove......Replace"

Both of the straps on my 59 are hooked into the upper slot of the sheet metal.
