Sounds like you need the latest publication on '59 and '60 Cadillacs.

But, from what I recall, it was straight tinned.   Not painted.   Why paint something that won't rust before the Warranty runs out.   The Tinning process rust-proofs the inside and outside at the same time, plus, it is under the car, out of sight.
