Was this built by the same guy who made the 100 ft (or however long it is) 76 2 piece limo?!

I expect only the middle axle is driven.  A few such cars were done with
Toro/Eldo base, in part because the FWD eliminated working out the
drive shaft(s).  Have seen a 68 Toro with 8 doors at the grocery store.
