Frontbumper alignment

Hello,
For some time I own a Cadillac 1956 Coupe de Ville and have started restoration but I want to keep the car on the road.
I noticed the frontbumper out of line, the right side sits higher. To readjust it do I have to take the whole bumper of or just loosen bolts?
It is not crash damaged.

Pretty basic, get under the bumper and look at the attaching points, you as you say can, loosen the bolts and get some up and down movement you may need an assistant.
