Looks to me like there is a vinyl top there, just that some of it has been torn off.

Definitely torn off.   The side is still there, plus the glue-covered roof.

Not a good look, but probably a lot better than what was left.

I suspect the 3,200 on the windshield is the "ask."  Likely a good candidate for a make-over, being that it has a durable engine.

Opera lamps were standard on the Coupe deVille d'Elegance but not on the Sedan de Ville d'Elegance.

Factory vinyl roof car would've had small tabs riveted into the body to attach the border moldings where edge of the roof would have been. If they were ground off and filled in, it's highly likely these areas would now be showing severe deterioration given the condition of the exterior. I think it left the factory without a vinyl roof.

*Looking more closely, I'm positive this is a factory two tone paint car without vinyl roof. In the 1980s, two-tone paint was often ordered with steel roof.
