Not much info here, what part of the box leaks, do you mean air escapes and does not get directed thru the ducts?

As Dave said, we need a (lot) more info to be able to point you in the right direction.  IF the heater is leaking coolant, the only solution is replacing the heater core.  It is a simple, but large project, and is explained, step by bloody step in the factory service manual.
What do you mean it doesn't and hasen't worked?  Does it cool, heat , blow air, de3frost, what?

Hi, I have fixed several climate control systems.  Unfortuantely that was the only way they would get fixed because no shop in Wasgington DC metroploitan area (six million people??) that I know of has a proven track record.  You don't want an unproven shop guessing how to fix it-beleive me only referals from proven shops are worthwhile.

1964 is the worst year because it was the first year and chnages were made mid year.  Plus it is likely your system has been molested by previous repair shops.  If it was me and I had to fix it, the first thing to do is buy the Climate Control manual for a 1964 from Cadillac Tim.  If you have any questions you can call him and he will guide you.  Read the manaul and then start to work.

Keep in mind all the "re-built" controls and components are assembled with fucntioning used parts from 1964, and so they may not last as long.  I got my 1970 climate control working perfectly in 2006, and then had to replace dash unit (bad transducer) and the power servo on the firewall (bad rotator valve) this year.

When these systems work they are great, stick with it, you have all winter.
