1979 CDV Fuse Block Removal/Service?

Forgive my ignorance. What is a "CC" car?

Commercial Chassis.  Ie, hearse, ambulance, flower car etc or any other car - based on the factory commercial chassis which included body panels for hood and front fenders only. The rest of the body would have to be constructed by an outside coachbuilder.

What does the blower do if you go to defrost?   I'm not sure on 79 but that typically doesn't run through the speed control resistor thing so that may give you some clues to if you have more of a basic power issue or a control issue.

Right and with minimal controls like the variable speed or the inhibit switch behind the alternator.

The problem on my 79 E is even on defrost, the high blower current
goes through those controls and has been seen to burn things out. 
That is why I added a relay to bypass high blower current.  I had a
spare control, but gave it to someone whose had burned out.
