Where is the horn relay located?

I believe it is located on the passenger side of the engine compartment attached to behind the radiator core support.

If it is at the same location as a '67, then Vinny is correct.

According to the ´68 Shop Manual, the horn relay is located inside the car to the upper left of the brake pedal.
