Can someone tell me what the Phaeton option was comprised of for a 1979 Coupe DeVille and were there outside nameplates?

Phateon was available for both Coupe and Sedan DeVille in 1978 & 1979.

The main difference was the "roadster" top with specific opera lamps only used with that roof. The roof installation was subcontracted out to American Sunroof Corp of California. The interior garnish moldings around the rear window were also specific to the Phaeton roof.  Also included was leather wrapped steering wheel, body side moldings with body colored vinyl insert and rear quarter panel Phaeton identifying script.

1978 was offered in White/Dk Blue roof/White leather, Silver/Black roof/Light Gray leather and Arizona Beige/Light/Dk Brown roof/Beige leather

In 1979, the Arizona Beige combination was replaced with Western Saddle Firemist/Dk Brown roof and Saddle leather, the other two combinations remained the same- more or less.
