I'll take measurements of mine tomorrow. Shes never had her bumper off since she was new.
The gaps HAVE to be wide as when using the Bumper Jack to change a tyre, those bars do move.
These are the clearances on my '60 CDV. You would be surprised just how flexible the mounting brackets are.

By looking at the bumper's ends, they align well with the other parts. With a narrower gap, the alignement will not be so good.
As Bruce wrote, there is a lot of flexibility in the bumper assembly, if the gaps are smaller, the bumper parts may touch the body under severe circumstances.
Your gaps are golden and are better than GM could have done in 1959. Disregard Cadillac Jack 82 comments.
