So the good news is that I'm able to replace the broken fuel pump with a Napa one. Good enough for now until I can replace it with the correct AC pump. While wrestling with the pump I popped the power steering belt off. I see that theres two bolts on the back side of the pulley however the pump doesn't move once these are loosened and I'm unable to pop the belt back on. Am I missing something here?
I dont know on the 59, but look behind and low. There may be 1 more bolt from the back that acts as a hinge point.
For 61 there are two bolts on the bracket. The blue arrow goes to pivot point. The red arrow goes to adjustable bolt. These are hidden behind the pully.

I think the bracket on a 59 is slightly different but I'll take a peek later today.
1959 should have three bolts, so you have one more to go to get it loose.

Was able to get it loose and replace the belt. Only problem now is I have a screeching noise on sharp turns. Too tight?
Probably too loose. Does it happen when you turn the wheel to full lock while stopped in the driveway?
Interestingly enough it only made the noise for the first mile or so then seemed to die out. I'm wondering if it was a pressure issue? In any case it seems fine now. If it continues, I'll tighten the belt further using the method provided above.
Ensure the fluid level in the pump reservoir is full.
With screeching belts, make sure that you have the correct "V" shaped belt for the pulley.
The screeching occurs when the belt is running too shallower belt, and the sides of the "V" are not fully engaging the "V" in the pulleys, as in the bottom of the belt riding on the bottom of the pulley.
Lastly, ensure that the sides of the belt are not contaminated with oil or grease, with the same for the pulley.
