Title: climate control mystery question

I recently purchased a 1969 eldorado. This thing is great.
The only problem was the climate control unit only blew out cold. I started looking for loose vacuum hoses, and found that the vacuum line to the power servo had a ball bearing stuffed in it so - no vacuum. I removed it and things couldnt be better.
The mystery is why someone would put it in in the first place. It is not a restrictor, but a real bb. The car is from florida, so maybe they put it in to keep the thing on ac permanently.
Any thoughts???

Marc, I would have to say that you answered your own question.
I know that back when cars first started showing-up with EPA equipment, some owners would plug the EPA vacuum lines.
