"74 ELDO power antenna

On my power antenna: it only raised a few inches and go down.
Took it apart, the whip was in one piece and was not in the storage cup.
I cleaned the whip groove, got the drive to rotate both ways,cleaned old grease added new lub.
followed shop manual to reload the whip. reset the timing wheel, The antenna will go up and down fully with help, but the friction between the whip and drive is not there?? to drive the whip is not there,and I don't see how it can work .  Can some one direct me.  Thanks  V. Trudeau
