1947 Series 62 Carburetor Throttle Body Question

Hi all haven't been on in a while but I have a question regarding my 1947 Series 62. It has the Stromberg AAV 26 carburetor on it but I have constantly had choke/idle/starting issues with this car. I noticed that it has the "start aid loose lever" setup and I'm thinking maybe this isn't the correct throttle body for this car? I thought this was used on Buicks only. I know there is something not right there. Even if it is supposed to be there, I'm positive something is not hooked up correct or the spring is on wrong or something. Can someone help me please with this. Many thanks for your anticipated help!!!
