1955 CDV horn wire repair

Hello, I have 1955 Cadillac 75 and my horn doesn't work. I found out that the cable is disconnected from brass ring in the steering wheel shift. Do you know how to connect cable to this brass ring?

Is he referring to the end at the horn ring?

If the wire is no more connected at the brass ring, there is just one possibility: remove the steering column assembly to finally have the shaft alone. Then it's easy to first check if the ring is still in a good shape and then solder the wire. Maybe it can be soldered when the column is out through the hole for the horn contact if it's large enough. Anyway, this will not be done in 5 minutes.

I understand it's second hand from Lithuania, but a bit incomplete as no info given why the wire is off or other conditions?   
Since solution is not evident to him, I'd refer him to the shop manual and/or auto electric shop.
