1970 Deville convertible:
On the outlet pipe from the air conditioning evaporator to the suction throttling valve there is a black tarlike insulation substance that covers a section of the outlet pipe and the power element bulb/capillary tube that comes from the expansion valve.

What is this the proper name for this insulation substance, and where might I find it new?

I am in the beginning stages of resurrecting the a/c (keeping it R12) on both of my Deville convertibles, just did a nitrogen  pressure test on one of them, and found an initial leak at the o-ring on the oil bleed line that attaches to the suction throttling valve.....ordered an o-ring kit....once I fix that leak will continue the nitrogen pressure test to find other leaks.

Not sure of the exact name of it, but it can be found in HVAC supply outlets and appliance parts stores. It usually is sold as a roll in a box with a tacky side that is protected by a paper covering.

We did have a technical name for it back in the day. We simply called it 'dum-dum'. :)

I ordered "A/C Insulation Tape" from Amazon and have used it on multiple vehicles without issue.

This will be way more than you'll ever need for one car, but at least it is an option:

That's the stuff! I found many uses for it other than just auto A/C.

Thank you everyone for the responses that got me going, as I had no idea what to call it.
The insulation seems to go by a lot of names:

-Tape, Insulation, AC Expansion Valve
-Tacky Tape, Insulation for Expansion Valve
-AC Expansion Valve Bulb Sealer Insulator
-Press Sealing Tape

Here are some screenshot examples from various vendors:
