A FLA classic car dealer has a Caddy for sale. He bought it from another dealer in NJ. Now the car is in FLA with a Wisconsin title.
Is this legal or a FLA tax dodge?

The sales tax question is irrelevant if all the parties involved are licensed dealers. Here in PA, dealers are required to apply for a PA title within 10 days of acquisition of an out of state vehicle. Other states do not have this requirement and can legally reassign out-of-state titles. I know for a fact FL is one of them. The seller of the '65 Fleetwood in the case you're referring to is located in SC where presumably the same policy applies.
