Straight From Google:  "The purpose of a carburetor dashpot is to cushion and slow down the closing of the throttle plate, preventing the engine from stalling or running rich briefly when the throttle is suddenly released."  If engine is about to stall idling there would be no vacuum to extend dashpot plunger, that wasn't the designed purpose. In any case, the plunger only extends for a few seconds to return the throttle plates to the closed position.

Fortunately, I have a non A/C car with manual locks and no air suspension. Had some time today so going through the shop manuals looking for check valve and to see if there are instructions as to how to access the tank under the left fender. I can see it, but not able to get to it. Have no found a vacuum diagram yet.

The FSM doesn't have a vacuum diagram?

Do I have to go dig out a book?

Don't do that yet. I have not found a complete diagram and I have found other posts from years ago on this site looking for that and no one found them. Just found one for the vacuum lines on an a/c car. Until I get it out of storage there is not a lot I can do. I replaced the plugs last year which helped. Maybe I should replace the 10-year-old wires. Once out of storage I'll readjust the carburetor per the manual instructions and check for random vacuum leaks, up the timing a little and go from there. Thanks for the offer.

You won't like the FSM instructions for setting the idle. I used my finger tips and ears. Set the base timing at about 8oBTDC AFTER you set the points at .025" or 30o of dwell. From there, bring the idle down to fully close the throttle plates and then adjust the air/fuel ratio.

After that, plug the vacuum advance back in and tweak the A/F mixture and idle. It's all null and void if you have vacuum leaks though.

The vacuum is retracting the plunger and the spring is pushing it out.

Correct. It has a 9/16" head on it that is used for adjustments.
