Changing Instrument Cluster Bulbs on a 1960 Cadillac

Can the bulbs be changed by reaching under under the dash without removing the top?  I would move the front seat for easier access if this is possible.   Thanks

It's not tons of fun unless you happen to be a teenage gymnast, but what I do is sit in the driver's seat upside down, with your feet up over the top of the seat and your head down by the pedals. Use a headlamp and familiarize yourself with the diagram of bulb locations in the shop manual supplement so you know where you are. A wiring diagram (I like the enlarged ones in color) is also helpful.
