Definitely chrome, though high quality chrome plating consists of copper, nickel and chrome layers. Parts with external nickel plate were long gone by 1939.  Most cars switched to chrome by 1929, it is more durable and does not tarnish.

The 39 LaSalle does have some stainless steel trim parts which were not plated with anything.

I have a 1939 LaSalle Convertible and previously owned a 1939 4-dr. Sedan and agree 100% with Bill's information.
