Is a reproduction air cleaner decal available for a 82 Eldorado? "Digital Fuel Injection HT 4100" I believe the original was painted on.

These guys don't specifically list one for your car, but you might be able to get them to make one:

I got an air cleaner decal from them for our 68, and it was very nice.  That said, though, I took the decal to a friend of mine who cuts vinyl.  My idea was to use the discarded portion of the vinyl cut as a mask, and, like OEM, using it to paint the label back on.  This would have worked the first time, except that the gold paint we had was a very 'hot' lacquer, and I was too impatient when dusting the paint on.  Consequently, the vinyl started to melt and pull away, so we had to start the project over again.  The air cleaner is currently on their list of things to do when they have time, so I'm still waiting for it.

Suffice to say, yes, the OEM is painted, or rather printed onto the air cleaner.  Just about anyone who cuts vinyl can probably locate the proper font and fab up and cut a custom decal pretty easy.  Since it's painted in white, you could make a mask like I am trying to get done, but use a paint that's not so aggressive, perhaps acrylic, to paint the emblem on.  Go slow, dust the paint in several thin coats, then pull the mask before everything has completely dried, and you should have a nice reproduction emblem painted on the air cleaner.

Of course, you could also just use a vinyl decal, but I'd think that underhood heat would eventually get to it.
