spare tire removal 1931 town car with lock

I am trying to remove the spare tire for the first time on my 1931 town car with a lock.
The key fits the lock and the lock spins
the hub cap will not come off
any ideas?

You have to keep the lock from spinning While you turn the key and pulling on the key to remove the lock.  Then there will be a bolt to unscrew to remove what is holding the tire in place. - TedZ
