67 deville, weird cable

Hi all, fixing some open ends before trying to turn the ignition key for the first time in 25 years. Pretty scared since I am not sure if all wires are properly connected, especially the ground wires that are poorly described in all the manuals. Hereby a picture of a split wire that gives me headaches; where is is supposed to go?

Hello, If I remember correctly this one ground wire connects some air conditioning parts (blower relay and rotary vacuum module) on the firewall to a common ground, because obviously the fiber epoxy case is non conductive. You can start the car / engine without this wire no problem. Your heat / ac might not work as expected.
