Why can't I put wire hubcaps on my 1972 fleetwood brougham 60 special? If I can, what year hubcaps will fit? Please help.

I think you can but you may have to get the matching rims and locks to be sure they will fit.   

What year did the wire covers come out?   I was thinking by the time they came out they had got away from that bead grip design that required the cax weights.     The style they were using in 77 were amazingly heavy and used a locking mechanism that were basically long hooks that required the style of wheel where there were slots between the rim part and the center hub sort of part.    I think around 80 they went to the style where the lock used that sheet metal spider thing that was held under 3 of the lug nuts that then either had a stud or threads for a fastener.
