My 1938 LaSalle has been running hot , not in the red zone but has pushed a small amount of antifreeze out of the overflow hose, I found that the shutters were almost close. Are the shutters on the radiator supposed to be wide open when the engine gets hotter?
After investigating I found the shutters wont move at all.
Just like to get a few opinions  for the best options

Disconnect and wire open. Unless you plan on driving a lot in the winter or building a concourse car.
I took my shutters out. These flatheads have enough problems running hot as it is.

Yes, the shutters should open. They are controlled by a thermostat set in the top of the radiator and its probably frozen solid. They are very, very expensive to replace and most wire them open as suggested. You will have to disconnect the linkage from the thermostat to do this.
