91 Brougham AC questions

Good morning all. 
My 91 Brougham seems to stay in the Recirc position all the time and the blower does not seem to go to the very fast position when the AC is first turned on.  The blower speed does slow as the interior cools.
Cooling inside is a little slower than normal, but the filter/drier condenses very rapidly and the condensate drains out of the evaporator case so I think the freon side of the system is performing ok.
Any suggestions?  And thanks in advance.
